Rw: Since there is the old adage "The trend is your friend" do you favor stocks that are targeting a commodity that is trending higher in value? RR: The trend is not my friend; I try to act like a contrarian. I try to find a commodity for which I am certain there will an ongo- ing demand, where the selling price of the product is less than the cost of production. This means that 1) the price of the com- modity will go up or 2) the commodity will be unavailable to the market. So, commodi- ties that are priced below the ongoing cost of production right now (which include uranium, platinum, palladium and zinc), I find extremely attractive. I can't tell you when they will go up; I can just say they will go up. I love speculating in "certainty" where the uncertain part of the speculation is time, which drives away other competitors in terms of financing these companies. Rw: Do you shy away from investing in companies located in jurisdictions that are politically unstable or have a history of government greed? RR: I do. I am very leery of companies that are domiciled in Canada or the United States which I consider to be greedy and larcenous jurisdictions. I am only partially joking. Look at how the New Democratic Party in British Columbia decimated the mining industry in the past or how the government of Alberta doubled the natu- ral gas royalty. What I am trying to say is that political risk exists around the world because the job of politicians is to steal wealth which makes mineral depos- its attractive targets. Political risk is color blind and culture blind. Rw: What do you think it will take to jump-start a general recovery in junior miners? RR: I suspect that what will happen will be the performance generated by the few
