He remarked that Colombia has
implemented what it has called the 4G
process which is the fourth generation of
infrastructure projects – the largest infra-
structure plan in Latin America. "It began
in 2012 under one law. We are execut-
ing major infrastructure projects in key
regions with resources – oil, mining and
agriculture – to the main consumer centres
that are already in place. Phase 1 is under
construction. Phase 2 is in the financing
closing part and Phase 3 is finishing an
engineering design at this point in time."
Zapata said, "That includes riv-
ers, which are like main avenues of
transportation, roads as well as two rail-
road developments."
